Leadership and CATM Club Management

 
 

Capital Alumni Toastmasters is an officially chartered Toastmasters International club and is organized to meet the requirements mandated by TI and to advance the goals established by the CATM founders and their successors. Thus, while the management structure and nomenclature used below are almost completely determined by the terms of our TI charter, not every office and committee is required to be filled or staffed, and considerable latitude is afforded us in how we actually distribute authority and responsibility. Furthermore, circumstances and the availability of suitable and interested volunteers are factors in how we respond to the challenge of moving the club forward.

Officers benefit from their service to the club in much the same way that meeting participation hones communications and organizational skills, for it is only by doing that we ready ourselves for greater challenges with increased stakes. Participating in CATM as a club officer is practical leadership training and each position includes opportunities to improve confidence and competence in the following areas:

  • Planning and problem solving;
  • Conflict management and resolution;
  • Motivating others;
  • Prioritization;
  • Delegation;
  • Recruiting;
  • Project management;
  • Team building;
  • Networking;
  • Time management; and
  • Working with colleagues of all ages and backgrounds.

Experience gained from service as a CATM club officer can provide a valuable foundation or testing platform for positions at work, in professional associations, or with alumni clubs and other volunteer groups.

Some of the additional specialized skills that may be developed by service as a club officer include:

  • Report writing;
  • Writing for Websites, brochures, and press releases;
  • Documentation;
  • Marketing;
  • Budgeting;
  • Facilitation;
  • Meeting and event planning;
  • Acquisition;
  • Bookkeeping;
  • Analysis;
  • Coaching;
  • Benchmarking and evaluation;
  • Creative thinking; and
  • Goal setting.

Officers meet new people, learn new skills, and do things they would otherwise not be able to do, and they have the freedom to try new things and take risks—all while helping others.

Semiannual training from the Toastmasters Leadership Institute program at District 36 helps new officers get started and it provides a forum for the exchange of ideas with peers from other clubs. Past club officers and veterans are also available as needed to provide additional support and guidance. Free printed materials from Toastmasters International are provided annually.

As stated previously, CATM is an organization of busy volunteers and we believe in being flexible in how we manage the club. Rather than trying to fit volunteers into a rigid set of duties, we try to adapt the system described below to utilize the particular skills, talents, and interests of the volunteers we have at any given time. To help members and officer candidates understand the general essence of each position, we have deconstructed each post into primary and secondary duties and areas of responsibility and further summarized each via bullet points. We have also listed the names of each current office holder, as well as the names of any candidates for the next election cycle. Please contact if you wish to be put on the ballot for any office.

Officer posts left unfilled after each election will be delegated to the club membership to fill on a rotating basis in blocks of three months each until the next semiannual elections are held. Alternately, mid-term presidential appointments may be made to fill the remaining term of vacancies.  

It is important to remember that the more officers we have, the less each officer will have to do to make the club work! CATM club officer positions are as follows:
  

                                               
President Primary: The President is the club's chief executive officer and is responsible for fulfilling the mission of the club. The President (or his or her designee) schedules and plans upcoming meetings and oversees their execution. The President also appoints all committees and has general supervision authority for club operations.

Secondary: The President presides at regular meetings and serves as chairman of the Club Executive Committee. The President is an ex-officio member of all club committees and serves as a club representative on the Area and District Councils.

VP Education Primary: The Vice President Education (VP-E) is the second ranking club officer and is responsible for planning, organizing, and directing the club educational program and helping to support the instructional goals of individual members.

Secondary: The VP-E serves as a club representative on the Area and District Councils, is a member of the Club Executive Committee, and chairs the Education Committee, if he or she or the CEC decides to form and maintain that committee.

  • Tracks and supports progress of members.
     

  • Works closely with the VP‑M in support of retention.

VP Membership Primary: The Vice President Membership (VP-M) is the third ranking club officer and is responsible for planning, organizing, and directing a program that ensures member retention rates and growth in club membership.

Secondary: The VP-M serves as a club representative on the Area and District Councils, is a member of the Club Executive Committee, and chairs the Membership Committee, if he or she or the CEC decides to form and maintain that committee.

  • Recruits new members.
     

  • Works closely with with VP‑E, VP‑PR, and Treasurer.

VP PR Primary: The Vice President Public Relations (VP-PR) is the fourth ranking club officer and is responsible for developing and directing a publicity program that informs individual members and the general public about the club and the general goals and methods of Toastmasters International.

Secondary: The VP-PR is a member of the Club Executive Committee and also chairs the Public Relations Committee, if he or she or the CEC decides to form and maintain that committee.

  • Helps publicize and market the club.
     

  • Works closely with the VP‑M in support of recruitment.

Secretary Primary: The Secretary keeps records of regular meetings and maintains an accurate and complete roster of club members and notifies Toastmasters International as changes develop.

Secondary: The Secretary is also responsible for club records and any general correspondence not handled by the other officers or committees. The Secretary is a member of the Club Executive Committee and keeps records of its sessions.

Treasurer Primary: The Treasurer bills and collects semi-annual TI dues from club members and also receives, records, and deposits CATM meeting fees. The Treasurer is responsible for paying dues to Toastmasters International before the deadline.

Secondary: The Treasurer receives and disburses all club funds and is responsible for club financial policies, records, procedures, and controls. The Treasurer is expected to make basic financial reports available to the Club Executive Committee at least once every quarter. The Treasurer is a member of the Club Executive Committee.

President Emerit(us/a) Primary: The immediate past president serves as President Emerit(us/a) (PE) and provides advice and counsel as requested by the current club President.

 Club committees at CATM are implemented at the discretion of officers, as appropriate. Committees of record include:
 
                                               
Club Executive Committee The Club Executive Committee (CEC) consists of CATM club officers, with the club President serving as chairman. This CEC oversees all business and administrative affairs of the club and considers all matters concerning the welfare of the club. Each CEC vote is submitted to the membership for ratification at the next business meeting following the date of the decision.
 
Education Committee The Education Committee (EC) administers the general educational program of the club. The EC also assists in the utilization and interpretation of educational materials available from Toastmasters International and arranges for the exchange of speakers and educational programs with other clubs and encourage speaking engagements of individual members before non-Toastmasters groups.
 
Membership Committee The Membership Committee (MC) considers applications for membership and arranges for the induction of new members. The MC is responsible for recruiting prospective members, maintaining club membership at viable levels, and encouraging meeting attendance.
 
PR Committee The Public Relations Committee (PRC) arranges the preparation and dissemination of information regarding this club’s activities and educational programs and promotes opportunities for community participation. It is also responsible for all internal club publications.
 
Reception Committee The Reception Committee (RC) is responsible for all club social functions and shall work with the MC to ensure proper welcoming of guests and prospective members at all meetings.
